Activity 4. Elaboration of specific methodologies to substantiate higher education public policies
4.8 Developing an ex ante impact assessment study on the study programmes ranking.
6.1 Experts’ team responsibilities:
- elaborating the reports and presentations of the working group meetings;
- elaborating the impact assessment analysis (ex- ante, interim and ex-post, with an emphasis on the ex-ante segment) for two options of study programmes rankings applicable in the Romanian HE system;
- elaborating the analysis methodology for higher education public policies.
Brief description:
- With the help of the foreign experts with expertise in the field of rankings, two options of study programmes rankings applicable in the Romanian HE system will be proposed.
- The impact assessment will be performed using a specific methodology developed for the analysis of higher education public policies, taking into account the above-mentioned options.
- For the impact assessment analysis, a focus will be placed on the HE financing impact and the beneficiaries / universities behavior.
- Specific requirements (qualifications and expertise):
8.1 For the coordinator:
- previous experience in project coordination, study and analyses elaboration, with an emphasis on higher education public policies;
- university degree;
- work experience: minimum 5 years;
- experience in a similar position;
- computer skills – Windows, Microsoft Office, graphic editing programs;
- English.
8.2 For the members of the expert team:
- university degree;
- experience in the field of public policies;
- work experience: minimum 5 years;
- work experience in a similar position: minimum 3 years;
- computer skills – Windows, Microsoft Office, graphic editing programs;
- English.
- Knowledge and specific skills:
- efficiency in time management;
- professional approach and confidentiality concerning the project objectives;
- experience in educational projects, with an emphasis in higher education public policies;
- good knowledge in elaboration of public policies.
- Activity timeframe:
The activity is scheduled to take place for 3 months, between 1 July 2013 – 30 September 2013.
