Selection call for applications: Module II –Collection and interpretation of higher education statistical data
1. Institution: The Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI)
2. Project: Higher Education Evidence Based Policy Making: a necessary premise for progress in Romania, code: 34912
3. Domain: Public policies expert
4. Type and number of available positions: 1 coordination position, 15 execution positions
5. Objective: Providing support in obtaining the specific activities deliverables
6. Activities in which the expert will be involved:
Activity 4: Elaboration of methodologies to substantiate higher education public policies
- 4.1 Establishing and functioning of a number of maximum 10 working groups of experts in elaboration of higher education public policies. The working groups will have both Romanian and foreign experts.
- 4.1.1 Organizing minimum 2 meeting for each working group / activity, finalized with a written report on the main discussions and outcomes.
- 4.2 Organizing 6 Mutual Learning Workshops (MLW) with national and international expert participation on data collection, elaboration and monitoring of indicators substantiating public policies at higher education level, with the purpose of identifying the most compatible ones. Each event will conclude with a report on the main discussions and outcomes.
- 4.3 Identifying the necessary types of data used to substantiate public policies on Bologna Process action lines, study programmes ranking and universities classification.
- 4.4 Designing specific data collection methodologies to implement the Bologna Process action lines, study programmes ranking and universities classification.
- 4.5 Organizing minimum 3 workshops for consultation with higher education stakeholders on the methodologies resulting from specific project activities.
- 4.9 Organizing minimum 3 public events to promote project results, with participation of Romanian and foreign experts, Ministry officials, mass-media, society, etc.
7. Responsibilities of the experts group:
7.1 Coordinator’s responsibilities:
to coordinate the experts’ team in order to fulfill activities objectives and obtain the envisaged deliverables.
7.2 Experts’ team responsibilities:
A. Elaborating a comprehensive report, focused on:
- gathering the types of data currently collected on the Romanian higher education system by specific institutions, as well as the collection methodologies used
- gathering the type of data requested in international data collection exercises vs. those collected at national level;
- types of data relevant for the elaboration of higher education public policies, according to Governmental priorities;
- types of data collected and periodically reported by universities.
Elaborating a data collection methodology, by means of an online platform.
Elaborating the specific tender book for the online platform, encompassing:
- a general description of the platform;
- functional characteristics;
- types of data to be included and their characteristics;
- compatibility with other existing systems;
- security and access.
8. Specific requirements (qualifications and expertise):
For the coordinator:
- university degree;
- work experience: minimum 10 years;
- previous experience in project coordination, study and analyses elaboration;
- experience in a similar position;
- computer skills – Windows, Microsoft Office, graphic editing programs;
- English.
For the members of the expert team:
- university degree;
- work experience: minimum 5 years;
- previous experience as a project expert;
- experience in a similar position;
- computer skills – Windows, Microsoft Office, graphic editing programs;
- English.
9. Knowledge and specific skills:
- efficiency in time management;
- professional approach and confidentiality concerning the project objectives;
- experience in educational projects;
- good knowledge of the Romanian higher education system.
10. Activity timeframe:
The activity is scheduled to take place for 5 months, between 20 October 2012 – 20 March 2013.
