A7.6 Developing an analysis of the performance and fitness for purpose of HEIs internal quality assurance systems

7. Responsibilities of the experts group:

7.1 Coordinator’s responsibilities:

• to coordinate the experts’ team in order to fulfill activities objectives and obtain the envisaged deliverables.

7.2 Experts’ team responsibilities:

• elaborating the analysis methodology;
• elaborating the reports and presentations of the working group meetings and visits to the universities sites;
• elaborating the analysis of the performance and fitness for purpose of HEIs internal quality assurance systems;
• elaborating a policy paper on the assessment of the performance and fitness for purpose of institutional QA systems in Romania;
• elaborating an article on this subject to be published in an international journal.

Brief description:

In order to carry out the analysis, the experts group will draft the Romanian internal quality assurance (QA) systems mapping methodology and the indicators for analyzing the fitness for purpose of the internal QA systems.

They will also organize six expert team meetings with experts from six Romanian HEIs for an in depth analysis of possible performance indicators, which will be then compared and the best indicators for transversal use will be selected.

For each university selected, the experts group will organize study visits and round tables.

The university experts and the project experts will discuss the various approaches on the internal quality assurance management system and its effects on the institutional strategies.

8. Specific requirements (qualifications and expertise):

8.1 For the coordinator:

• previous experience in project coordination, study and analyses elaboration, with an emphasis on higher education public policies in the field of quality assurance;
• international expertise on public policies analysis;
• university degree;
• work experience: minimum 5 years;
• experience in a similar position;
• computer skills – Windows, Microsoft Office, graphic editing programs;
• English.

8.2 For the members of the expert team:

• university degree;
• experience in the field of public policies at national and international level;
• work experience: minimum 1 years;
• work experience in a similar position: minimum 1 years;
• computer skills – Windows, Microsoft Office, graphic editing programs;
• English.

9. Knowledge and specific skills:

• efficiency in time management;
• professional approach and confidentiality concerning the project objectives;
• experience in educational projects, with an emphasis in higher education public policies;
• good knowledge in elaboration of public policies.

10. Activity timeframe:

The activity is scheduled to take place for 10 months, between 22 October 2012 – 22 August 2013.
